Virginia Intelligent Speed Assistance Program (ISAP)
Virginia's Intelligent Speed Assistance Program allows certain drivers to maintain restricted driving privileges while operating vehicles equipped with approved Intelligent Speed Assistance (ISA) technology. The program is administered by the Commission on VASAP.
ISA is sometimes described informally as a Virginia speed limiter, but ISAP is a regulated compliance program with enrollment, device, monitoring and completion requirements.

ISAP, ISA and “Virginia Speed Limiter” — What Is the Difference?
ISA
ISA means Intelligent Speed Assistance. It is the in-vehicle technology used to limit vehicle speed according to the applicable speed limit.
“Speed Limiter”
“Virginia speed limiter” is a common search phrase. The official terminology in the Virginia program is Intelligent Speed Assistance system.

Court-Ordered ISAP vs. DMV Driver Improvement ISAP
Virginia DMV currently describes two important routes into the program. Understanding which one applies to you changes what happens next.
Court-Ordered Virginia ISAP
- Review the court order and the enrollment period ordered by the court.
- Complete ISAP enrollment with the Commission on VASAP. VASAP currently states that court-referred participants have 15 days from the court order to enroll.
- Complete the required one-hour ISAP education component within the applicable 15-day period.
- Choose a state-approved ISA service provider and complete the required device-installation process.
- Follow Virginia DMV instructions for issuance of the restricted driver's license showing ISAP participation.
- Remain compliant for the period ordered by the court and until VASAP confirms successful completion.
ISAP Through the Driver Improvement Process
- DMV first issues the applicable 90-day suspension together with the Driver Improvement requirement.
- DMV currently gives the customer 30 days to choose between accepting that suspension and enrolling in ISAP.
- If ISAP is chosen, notify DMV and then complete enrollment through VASAP.
- Follow DMV instructions for the restricted license and complete the required ISA installation process.
- Remain continuously enrolled in ISAP for nine months.
- Complete the required Virginia Driver Improvement Clinic.

The length of court-ordered ISAP participation is determined by the court. DMV administrative participation follows the applicable DMV requirements. VASAP remains the program administrator and determines successful program completion.

The Technology
How Does a Virginia ISA Device Work?
Virginia defines an Intelligent Speed Assistance system as technology that limits the speed a vehicle is capable of traveling based on the applicable speed limit where the vehicle is operating.
Approved systems use location and speed-limit information to determine the applicable vehicle-speed limit.
The technology limits vehicle speed rather than operating only as a passive warning or dashboard alert.
VASAP notes exceptions involving dynamic speed zones such as school and construction zones and when entering a lower-speed zone.
Current VASAP guidance allows two overrides during a drive cycle, defined as the period from engine start until the engine is turned off.
Device activity and compliance information can be used as official program records and may be reported to VASAP.
The ISA device must currently be inspected by an authorized service provider at least once every 60 days.
Vehicle Requirements
Which Vehicles Need an ISA Device?
The Requirement Extends Beyond Just One Preferred Vehicle
Current VASAP guidance states that an approved ISA device must be installed on every vehicle you own, have registered in your name, or operate during the program.
VASAP also states that you do not earn program credit until all required vehicles have an approved device installed.
If you operate another person's vehicle, VASAP may require a consent-to-install form. If you acquire another vehicle while enrolled, VASAP currently requires prompt notification and installation according to its current rules.
Work vehicles and rental vehicles are not automatically exempt: current VASAP guidance states that a vehicle operated during the program must have a functioning certified ISA device.

The $50 monthly VASAP monitoring fee plus up to $130 per month for device leasing/maintenance equals up to $180 per month under the current published fee structure, plus up to $100 for installation. Your actual total depends on the length of the requirement and the provider charges applicable to your vehicle.

Some ISAP Participants Must Complete Both Requirements
When ISAP is elected through the Virginia DMV Driver Improvement process, DMV currently requires the participant to remain continuously enrolled in ISAP for nine months and complete the required Driver Improvement Clinic.
The ISA device requirement and the Driver Improvement educational requirement are separate. Completing one does not automatically complete the other.

One Requirement Does Not Automatically Satisfy Another
A person may be required to participate in ISAP and also complete Driver Improvement, RADEP, or another court requirement. Follow the exact combination shown in your court order, DMV notice or VASAP instructions.

Can Someone Enter Virginia ISAP Before Trial?
Virginia Law Provides a Pretrial Prequalification Path
Virginia's ISAP statute allows a person who enters the program before trial to pre-qualify for installation of an Intelligent Speed Assistance system on a vehicle owned or operated by that person.
Pretrial participation or installation does not guarantee a dismissal, reduction, particular sentence, or other legal result.
If you have a pending case, follow VASAP's current process and discuss strategy or potential legal consequences with your attorney before making decisions based on a pending charge.
Staying in Compliance
Virginia ISAP Does Not End After Installation
Installation is only one part of the program. Participants remain subject to ongoing VASAP and DMV or court requirements.
60-Day Device Inspections
Current VASAP guidance requires inspection by an authorized service provider at least once every 60 days.
Required Vehicles
Do not operate a vehicle that your ISAP requirements require to be equipped unless a functioning certified ISA system is installed.
Tampering / Bypass
Bypassing, circumventing or tampering with the ISA system can create program violations and may have criminal consequences.
Recall Notices
Current VASAP guidance requires prompt service after a provider issues a qualifying recall notice.
New Driving Charges
New reckless-driving, speed-related or licensing charges during participation can be reported as program violations.
VASAP Determines Completion
Do not assume the program has ended simply because a date has passed. VASAP notifies participants after successful completion of all applicable requirements.

Can I enter ISAP before my court date?

Who decides when my ISA device can be removed?
VASAP determines successful program completion. After completion is authorized, the approved service provider performs device removal. Current VASAP guidance states that authorized removal is at no cost.
